10 PURPOSES OF SCOUTING
The purpose of the Boy Scouts Of America- incorporated on Feb 8, 1910 and chartered by Congress in 1916 - is to provide an educational program for boys and young adults to build desirable qualities of character, to train in the responsibilities of participating citizenship, and to develop personal fitness.

THE ADVANCEMENT PLAN
The responsibility for a boys advancement in Cub Scouting lies with the family and not with the pack. Some advancement requirements are done at den meetings, but most are completed at home with the family.
BOBCAT – All boys, regardless of age earn the Bobcat badge by first learning the Cub Scout Promise, Law of the Pack, Handshake, Salute, Sign, Motto and the meaning of Webelos. After receiving the Bobcat, the boy works on requirements based on his grade or age.
TIGER - The Tiger Cub program is for boys in 1st grade. Each boy participates with a parent or another adult family member in family oriented activities. The boys and their “Akela” will work out of a handbook for their achievements. The Tiger den has a leader who organizes weekly meetings. There are also “Go See Its” and Pack Meetings that the boys attend. Each boy must be accompanied by a parent at each meeting. This is a time for the boys and their parent to learn new things together.
WOLF – A Cub Scout who has completed 1st grade (or age 8), works on 12 achievements to earn the Wolf badge. After he earns his Wolf badge, a boy may work on electives in different interest areas until he is old enough to begin work on the next rank.
BEAR - A Cub Scout who has completed 2nd grad (or age 9), completes 12 of 24 achievements to earn the Bear badge. After he earns his Bear badge he may work on electives in different interest areas until he is old enough to begin work on the next rank.
Webelos – When a Cub Scout has completed 3rd grade (or age 10), he transfers to a Webelos Den. The boy works on requirements for the Webelos badge, 20 activity badges and the Arrow of Light Award (the highest award in Cub Scouting) which prepares him for Boy Scouting.
CUB SCOUTING ORGANIZATION
Your boy is a member of a den. A den has 4 to 8 boys and meets once a week. The den is led by a “Den Leader”, usually a parent. The Den Leader is usually assisted by an assistant, usually a parent, and they play games, do crafts, sing songs and have lots of fun.
Your boy is a member of a pack. A Pack is made up of several dens. The Pack meets once a month in the Fellowship Hall of the church. All Cub Scouts and their families are invited to attend. This meeting is ran by the Cub Master. The pack meeting is the “climax” of the months den meetings and activities. We play games, kits, stunts, songs, ceremonies, give out awards and have a snack.
Your Pack is run by the “Pack Committee”. This is made up of a group of adults, usually parents and den leaders. This Committee meets once a month at 6pm, on the first Monday that we have a den meeting. It is lead by the Committee Chair and is meant to discuss pack meetings, fundraisers, upcoming events and any other issues that need addressed.
The Pack is owned by the Chartered Organization. Our Charter Organization is the First United Methodist Church. They provide a meeting place for our Pack and operate within the guidelines and policies of the charter organization and the BSA. The Chartered Organization selects a representative who serves as a liaison between the Pack and organization.

HOW PARENTS HELP THEIR CUB SCOUTS
Family responsibilities – Work with your Scout, attend monthly pack meetings, be a leader, assist with den or pack activities, and many more
Financial Commitment – Registration…..In November we “Re-charter” the boys. This means we collect the registration fee for the upcoming year. The fee could be slightly higher each year, and you will be made aware of this in advance. Den dues are at the discretion of the den Leader. These funds will go towards outings, crafts, activities.
Fundraisers that we do are the District Popcorn sale and usually 1 or 2 more throughout the year.
Uniforms – Class A uniform is worn to ALL pack meetings and any special events we may go to. What is needed for on the uniforms is discussed on another paper. Class B uniforms are the Cub Scout designed t-shirts worn for field trips and den meetings. You can purchase a t-shirt from the Committee Chair.
PACK POSITION RESPONSIBILITIES
COMMITTEE CHAIR: Holds monthly committee meetings, provides families with monthly Information for all events, Keeps records of the roster for the pack, Is responsible for collecting forms and money for registration, helps with recruiting new Cubs for the Pack.
CUB MASTER: Oversees all Pack activities and Attends the Committee Meetings
ASST CUB MASTER: Oversees all Pack activities with the Cub Master
TREASURER: Responsible for keeping account balanced, makes deposits and withdrawals, Attends monthly committee meetings and disperses funds as needed for activities
LEADERS & ASSIT LEADERS: Attends and runs weekly den meetings, Keeps cub scout records of achievements and advancements, Attends month committee meetings and Attends and helps run the Pack Meetings.
COMMITTEE CHAIRPERSON FOR SPECIAL EVENTS
(FUNDRAISING, PUBLICITY, DERBY, ADVANCEMENT):
Attends committee meetings about the individual event and is responsible for planning and running the particular even that you signed up to help with.
THE GOALS OF THE SCOUT PACK:
· To influence development of character and encourage spiritual growth
· To develop habits and attitudes of good citizenship
· To encourage good sportsmanship
· To improving the understanding within the family
· To strengthen the ability to get along with others, develop respect for others
· To foster a sense of personal achievement by developing new interests and skill.
· To show how to be helpful and to do one’s best
· To provide fun and exciting experiences
· To prepare our Cub Scouts to become Boy Scouts

Article 2 Purpose
2.1 Address & Cub Scout Pack for the sole benefit of providing traditional scouting pack values to the youth member thereof.
Article 3 Objective
3.1 To establish basic guidelines as to how the pack is organized
3.2 To give the responsibility of the leadership and parents
3.3 To outline the financial responsibility operations of the Pack
Article 4 Membership
4.1 All Cub Scouts and Cub Scout Leaders will be registered with the Boy Scouts of America
4.2 All registered members of the pack must uphold the Cub Scout Promise, the law of the pack and the Cub Scout Motto
4.3 All members must behave in a manner consistent with traditional scouting values.
Article 5 Dues
5.1 Den dues are per committee at den leaders discretion
5.2 The den leader will maintain a list of all Cub Scouts and the statues of their dues paid
5.3 Dues should be paid in full by the end of every month
5.4 A Cub Scout with outstanding dues will not receive any awards until all outstanding dues are paid in full. This is subject to review of the Pack Committee on a case by case basis
5.5 Dues all subject to a Pack Committee review on an annual basis
5.6 Dues will be used for Den supplies and projects
Article 6 Registration
6.1 Registration fee is due once a year Scout. Fee per scout is determined by Boy Scout Council
6.2 Boys Life does not have to be purchased
6.3 Registration includes insurance coverage for the Scout year
6.4 The Local Boy Scout Council will determined the amount of registration each Scouting year
Article 7 Fundraisers
7.1 Fundraisers generate moneys to provide: Cub Scout awards, Neckerchiefs, Handbooks and Misc supplies and expenses
7.2 When a Cub Scout obtains fundraising merchandise, and parent or guardian will sign for merchandise.
7.3 All rules and guidelines will be determined in advance for fundraisers. All fundraising participants will be expected to adhere to these predetermined rules and guidelines.
7.4 The fundraising chair must approve any changes to specific fundraising guidelines.
7.5 We will sell the Trail’s End Popcorn in the fall, and usually the Hershey Candy bars around Christmas time.
7.6 For participation in these fundraisers, the boys will receive money Cub Bucks per committee.
7.7 Cub Bucks may be used towards any scouting event that cost money.
7.8 Cub Bucks are non-transferable and must be used towards Scouting events or materials.
Article 8 Meetings
8.1 Committee meetings are held once a month. Everyone is invited.
8.2 If there is No School, Pack committee meetings are rescheduled for the following week at the same time and day, unless otherwise noted
8.3 Den Meetings are held Mondays from September to May from 7-8pm
8.4 In case of bad weather, or No School, we will not have den meetings
8.5 Den meetings are held on the 3rd floor of the church. Use the glass doors off the parking lot and take the elevator to the 3rd floor. Go down the hall to each of the den rooms
8.6 Parents must accompany your child to their rooms and pick them up at the end of the night. Do not let your child in the room until there are adults with them.
8.7 Pack Meetings are held the last Monday of the month at 7pm unless otherwise noted
8.8 Pack Meetings are held in Fellowship Hall. Use glass doors off of the parking lot and go around the corner into the large room.
8.9 Each den should attempt to have at least one leader attend all pack related events
8.10 At the beginning of each Scout year, the Committee will produce a Tentative schedule of evens for the year
Article 9 Committees and Leaders
9.1 The Committee will make a tentative schedule of events for the year
9.2 Throughout the Scout year, there will be several activities that will require the formation of committees, consisting of Den Leaders and or families
9.3 The Cub Master and or the Committee Chair will form these “ad-hoc” committees on a “as needed basis”
9.4 After formation of each “ad-hoc” committee, the committee members will then organize that specific activity
9.5 Our Publicity Chair person will be taking photos of your son / family at our outings and during other Scouting events. If you do not want your child photographed, please contact the Committee Chair immediately. These photos will be used in the local newspapers, for recruiting purposes and for a Pack Scrap Book
Article 10 Camp
10.1 Participation in camp is an integral part of the Scouting experience, all boys are strongly encouraged to attend camp.
10.2 Parent help is always expected and is quite an experience
10.3 Day camp is recommended for first and second graders (resent Tiger graduates and recent Wolf graduates. It runs Monday – Friday from 8am until 3:30pm for one week.
10.4 Cub Scout Resident Camp is recommended for Wolves, Bears and Webelos. It runs for 3 days and 2 nights at Camp Mack
10.5 Webelos Resident Camp is recommended for fourth grade boys who will be 2nd year Webelos. It runs for one week at Camp Mack
10.6 Family Camp is held at Camp Mack for specific weekends in the summer.
10.7 Council will send each registered Scout the information about camp in March or April. Dates, fees and locations will be listed. We register as a Pack for these events.
Article 11 Uniforms
11.1 Class A – Boys should wear the blue (wolves/ bears) or tan and/or blue Webelos uniform with a neckerchief and slide to all pack meetings. Dress jeans for nice shorts are acceptable. If a boy is coming from sports practice or a game, every effort should be taken to bring him in uniform
11.2 Class B – Is the Pack t-shirt or sweatshirts
11.3 The proper uniform will be announced for upcoming events
Article 12 Guidelines for Den and Pack Events
12.1 For discipline, safety, and family interest reasons, all boys are to be accompanied to Pack meetings with a parent or guardian. Parents are a part of the Awards Ceremonies
12.2 Scout uniforms (Class A) are required at pack Meetings, unless otherwise told different. Boys will not be given awards if not in proper uniform.
12.3 Scouts are encouraged to get drinks and use the restroom before meetings. Continued requests are discouraged.
12.4 Running, Shoving, Pushing, Yelling, Swearing, Verbal or Physical Abuse of Leaders or other scouts will not be tolerated
12.5 Scouts should show respect at all times to Leaders, other Scouts, Parents and Church property
12.6 The only toys that should be played with are those that are supplied by the Pack
12.7 Scouts should not bring toys, games, electronic, etc to meetings unless asked to do so.
12.8 It is the parents responsibility to alert Den Leaders of any social, emotional, or physical problems the Scout might have. Close communication with Leaders will help your Son’s experience be more meaningful.
12.9 Discipline problems within the den will be handled with love and respect. Continued problems with individuals will be discussed within the committee if they cannot be handled in the den. Discussion with parents will occur.
12.10 The use of tobacco or alcohol by adults at Scout events is strongly discouraged.
Article 13 Pinewood Derby, Regatta
13.1 Pinewood Derby rules will be reviewed yearly by Pinewood Derby Committee
13.2 Regatta rules will be reviewed on an needed basis
Article 14 By-Laws
14.1 These by-laws are subject to change at anytime
14.2 Any registered Pack member can propose changes to the by-laws at monthly committee meetings
14.3 Change to by-laws will be voted on no later than the committee meeting following the meeting at which the change was proposed.
